     Ramirez & Guerrero's public finance practice includes representing governmental units as bond counsel in the tax-exempt debt financing of local government entities.  Ramirez & Guerrero represents numerous units in various types of tax-exempt debt financing. These transactions involve millions of dollars and encompass general obligation bonds, certificates of obligation, utility revenue bond financings, sales tax financings and tax and revenue anticipation notes.

Bond Financing of Governmental Projects

 
Jesus (Chuy) Ramirez has been involved as bond counsel in numerous creative financing transactions of public projects, including the financing of industrial and economic development projects:
  • The taxable bond financing in a local city through an Economic Development Corporation to construct a wastewater pretreatment plant and railroad spur to accommodate a manufacturing  manufacturing facilities.

  • The financing of governmental improvements using proceeds of Certificates of Obligation to which taxes are pledged, but debt service is paid with sales tax revenues in the various cities in south Texas. 

  • As bond counsel and underwriter counsel to various south Texas cities and counties. 

  • As bank counsel and bond counsel providing the financing mechanism to finance hospital improvements and mental health facilities in South Texas.
  • As school district bond counsel, assisting with financing of school district facilities using conduit public facilities corporations to finance construction.
